Chapter XI of Act 22, Chapter XI: Puerto Rico Vehicle and Traffic Law


Israel Melendez, Jr., cofounder of Edunarium and cycling advocate, presents the details of the Puerto Rico Vehicle and Traffic Law and the provisions regarding the use of bicycles. It is based on Chapter XI of Act 22 of 2000 as amended.

The course is designed for anyone who uses a bicycle on public roads in Puerto Rico, for motor vehicles drivers, government officials and law and order enforcement agents who want to know this important chapter of the traffic law.

All the provisions relating to the use of bicycles in Chapter XI of the Act, Articles 11.1, 11.2, 11.3, 11.4, 11.5 and 11.6, are presented.

Section 1: Introduction

Section 2: Vehicle and Traffic Act, Sections 11.1 through 11.3

This section presents Section 11.1, 11.2 and 11.3 of the Puerto Rico Vehicle and Traffic Act. Article 11.1 is the "Basic Rule" and states that the traffic act of Puerto Rico applies to drivers of motor vehicles.

Section 3: Vehicle and Traffic Act, Section 11.4

This section presents Article 11.4 known as the Bill of Rights of the Cyclist. This section of the law details the rights and obligations of the cyclist and the obligations of the driver. This section of the law establishes the right to use public roads by cyclists. Knowledge of this section is very important for cyclists and their safety on public roads in Puerto Rico.

Section 4: Vehicle and Traffic Act, Sections 11.5 through 11.6

This third and last section presents articles 11.5 and 11.6 of the Puerto rico Vehicle and Traffic Act. Article 11.5 sets out the responsibilities of a parent or guardian. Article 11.6 establishes the educational role of the Commission for Traffic Safety, Department of Transportation and Public Works and the Highway Authority.
